When you state 13, 15inch or 16, exactly what dimension are you referring to?

The part you referenced, ProGrip Adjustable Wheel Net with Ratchet and Snap Hooks # 317-18900, will fit on tire (not wheel) diameters up to 33-inches and tire widths up to 12-1/2-inches. More than one wheel/tire size combination will have similar diameters; for instance sizes 235/85-16 and 7.50-16LT both have overall diameters close to 31-1/2-inches.
