Both tires # AM30670 and # AM30790 are Kenda tires but there are a number of differences.
For starters they're different sized tires. The # AM30670 is a 4.80-12 sized tire and # AM30790 is a larger 5.30-12 sized tire. The latter being about 3/4 of an inch wider and over an inch larger in diameter. Also, they both have a C Load Range but the larger # AM30790 has a higher weight capacity at 1,045 pounds when inflated to 80 psi. The # AM30670 is rated up to 990 pounds at 90 psi.
With the rims there are less differences. They're both a 12 by 4 inch galvanized steel 8-spoke wheel. The main differences being that # AM30670 has a 5 on 4-1/2 bolt pattern and 3.19 inch diameter pilot hole and # AM30790 is a 4 on 4 bolt pattern with a pilot hole diameter of 2.84 inches.
If you can tell me the tire size with load range and the bolt pattern that you need for your trailer wheels, I can make a specific recommendation for you.
