Where Do the Conical Tooth Washers Install on a Curt Weight Distribution System

Question:
Where are the black washers with the fringedinch edges supposed to be placed and how should they be oriented, as they are not flat? Thank you I recently purchased this kit and I am putting it together now.

The parts in question are conical tooth washers. On the Curt weight distribution systems they go between the nuts and the head using the bolts that hold the head to the shank. I have included a picture that points them out for you. The tooth side faces the head, not the nut.
