James Is the picture A full size spare or not & is it aluminum or not? It looks like mine.

As long as the spare of your 2014 Toyota Highlander isn't aluminum the Curt hitch part # C13200 will fit with it and work well. I attached a picture of the hitch installed with a spare mounted as well.
