1Are these self-tapping screws suitable for fastening pressure treated wood? 2 Will they work with a 3/16inch thick C Channel frame using a 7/32inch pilot hole?\ Thank you

Yes, the part # TFX225 will work for you. It can be used on pressure treated wood and requires a 7/32 inch pilot diameter like you said you have as well.
