Does the Curt Item # C11431 trailer hitch mount above or below the exhaust system on a 2014 Ford Focus ST Hatch?

The Curt Trailer Hitch Receiver # C11431 installs above the exhaust on the 2014 Ford Focus ST Hatchback.
I've attached a picture that shows the receiver tube above the exhaust tips. As well as the install details to show the process. The exhaust must be temporarily lowered for the install.
