Question:
How do I remove this hitch? The bolts just spin. I have no way to get at the top of them.6 partially loose spinning bolts, not fun...

The Curt Trailer Hitch, # 12333, requires using the fishwire technique to get the bolts and block spacers into place. Removing them will be a little more difficult. You will have to push them up into the frame and try to guide them towards the access hole to pull them out. The one nearest the access hole (see instructions link) you can probably reach by hand.
The others will require some sort of rigid yet bendable and slender device to reach in the access hole and essentially sweep the hardware to the access hole. Something like a pipe cleaner may work.
