Does Carriage Bolt Blocks Come with Curt Trailer Hitch 13424

are the spacers CM-SP6 included with the hitch or not?

Yes, the carriage bolt blocks (they do look like spacers) and all install hardware are included with the Curt hitch part # 13424. I attached a picture that shows all of the hardware that comes with the hitch.
CM-SP6 is called out in the instructions as the carriage bolt blocks. These are what prevents the bolt from just turning with the nut as you torque the hitch down.
