Will this fit an SUV w rear mount tire?

It is possible that the HoldUp bike rack # Y02443-2 will clear the spare tire on your 2006 Toyota RAV4. To know for sure measure from the center of the hitch pin hole on the vehicle back to the rear-most edge of the spare tire. If that distance is less than 12 inches the rack will clear the spare. On a Class III, 2 inch trailer hitch, # e98864, that we installed on a same generation RAV4 as yours we found that distance to be 7 inches meaning the rack would clear the spare.
Since the spare tire is offset towards the passenger's side of the vehicle you would want to make sure the bike closest to the vehicle has the handlebars on the driver's side of the vehicle. I have linked a video showing the rack.
You probably would not be able to use this rack in the folded position since it needs 7 inches of clearance to fold.
