Can spring bar sizes be interchanged without having to purchase a new head unit?

It is possible for some spring bars to be interchanged based on their size, but that won't increase a weight distribution system's capacity without adding the appropriate head unit.

The replacement spring bars that are rated for 1,200 lbs TW and 1,400 lbs TW have the same dimensions, but the spring bars rated for 400 lbs TW, 600 lbs TW and 1,000 lbs TW are different, as you can see below.
