2016 Chevy Express LT I think my van has a tow package but the connector I found is flat. I also have a rocker switch on my shifter for electric trailer brakes.

If your 2016 Chevy Express van did not come with a factory trailer connector at the back then we have to assume that it does not have the factory tow package. It could have some of the wiring for it but just not active.
In order to install a 7-Way trailer connector you would first need a 4-Way using # 118392. Then, after that is installed, you will need # ETBC7 to install the 7-Way and retain the 4-Way. If you pull the cap off that plug in your picture and it turns out to be a functional 4-Way flat then you would just need # ETBC7.
I have not heard of a factory brake controller that has controls on the gear shifter. It could be a tow/haul button but that would not have anything to do with the trailer brakes. The ETBC7 provides the wiring to hardwire in a brake controller. I recommend the P2 brake controller # 90885 because it is easy to set up and use and it is reliable.
