Question:
I cannot locate the factory prewiring for electronic brake controller. It is not where the manual shows it to be could it be somewhere on the passengerside.

According to the information I have received from Tekonsha, the tow package wiring should be located under the dash near the top of the emergency brake pedal. It will be taped to another wiring harness. Looking for the connector on the end of the wiring harness will be the easiest way to spot it. The connector may be obscured by electrical tape, making it difficult to locate.
I have provided a link to the install instructions for you. The instruction sheet provides a pretty good photo of the tow package wiring harness location.
