Tips for Cleaning Weld Nuts to Install Hitch in 2004 Toyota Camry

Question:
Hi, I am trying to clean the bolt holes under my Camry for the hitch. I sprayed them with penetrating oil and will let sit overnight. Any other pointers for cleaning the holes?
