First you need to confirm the axles' capacity to ensure your new brakes will have the required stopping power. Axles on horse trailers can have many different ratings. There should be a sticker on the axles that indicates the capacity. You also need to match up the size of the brakes, both their diameter and width, and confirm the mounting bolt pattern they use.
You can use the linked page to select your axle rating and drum size. For example, let's say your trailer has 12 x 2-inch brakes on 6000-lbs axles with a 5-bolt mounting flange. In this example you can use Dexter brakes # 23-459 and # 23-458. You need to select both left- and right-hand brakes for each axle.
