What is the outside diameter of this washer and will it fit 16MM bolt? part # RP01292010

The outside diameter of the Conical Toothed Washer, part # RP01292010 is 1-1/2 inches.
A 5/8 inch opening will accommodate a bolt up to 15.875 mm. With the tolerances of the washer, the 16mm may fit but i cannot guarantee it.
