Both of the Pop and Lock Tailgate locks you mentioned part # PAL8540 and # PAL8550 are a fit for your 2007 Toyota Tacoma and both come with the ability to manually lock and power lock the handle.
The difference is that the part # PAL8540 comes with a lock cylinder that can be programmed to your truck key so you would only need one key to operate the setup. The part # PAL8550 comes with a separate key.
