Question:
Curt Hitch Part# 13147 states that all all non-trailer loads applied must be supported by auxillary stabilizing straps. Draw-tite Hitch Part#75650 is comparable but no mention of requiring auxillary stabilizing straps, does that mean that this manufacturer hitch really doesnt require auxillary stabilizing straps?

Curt Class I and II along with some of Curt's Class III hitch receivers such as # 13147 do require a stabilizing strap # 18050 to satisfy Curt warranty requirements. The strap is to be used with any non-trailer loads such as bike racks and cargo carriers. It is designed to significantly reduce bouncing of any hitch mounted accessories. Check out the attached review video of the strap installed on both a platform rack and hanging bike carrier.
The comparable Draw-Tite Hitch Part # 75650 that you mentioned does not require a stabilizing strap for warranty purposes. However, the Curt stabilizing strap can be used on non-Curt hitch receivers such as # 75650, if you are looking for additional support of your hitch mounted accessories.
I have linked installation videos for both hitches as well.
