Question:
I have checked with Dexter. I currently have axles rated at 6000lb because of the brakes. They are 7000lb tubes. I am looking to change the brakes to the black wire magnet 7000lb from the current white wire. They state by changing the backing plate complete assembly and related to upgrade my brakes for more stopping power. Any thoughts/options or suggestions. Thanks

Dexter would be the final authority on the capacities of their axles. For 7k rated Dexter brake assemblies you would want the part # 23-465 for the right hand side and part # 23-464 for the left hand side.
What you described is not uncommon for Dexter axles. There are other instances where the difference between the capacities of two axle setups is either the assemblies or the hubs they put on them.
