Does this tow bar come with any cables. ie The lights cable or safety cables.

The Roadmaster Falcon tow bar # RM-520 does not include any wiring or safety cables. To add safety cables you can use # RM-643 rated for 6,000 pounds. You might also be able to use diode kit # RM-154 for lighting.
If your towed vehicle has separate turn signal and tail lights, this kit would utilize the red brake lights for stop, turn, and tail light functions. If you would like the amber turn signal lights to function, you would also need tail light converter # 118158, as well as two additional diodes, part # RM-792.
There are some good wiring diagrams on the product page for the # 38955 4-Way wiring kit that should help you, and you can view a demonstration video for the tail light converter # 118158 at the link below.
