Im having issues with the front bar feet lifting towards the center of the car. I have a 2014 Ford Fusion. the rear bar feet sit flush......is this normal?

The front feet should sit flush just like the back feet do on your 2014 Fusion.
The first thing to check is that you received the correct pad kit for your vehicle. After that you will want to check the orientation of the rubber pad into the foot of the carrier, I have linked an image of how to tell if this is installed properly for you to better see.
Finally you will want to consult the mounting position measurements that were included with the mounting hooks. I have also linked these instructions to this page for your convenience.
