Question:
how would one keep this bike rack from rattling or moving in the receiver? is there a means of tightening the rack in the receiver? and, if so, is there a means of locking the hitch? Thanks!

If you are using the Swagman 2 Bike Carrier, # S63400, in a 2 inch trailer hitch receiver, you can use the locking Anti-Rattle Device # S64029. This device will keep the rack from rattling in the hitch.
