question on dual hitch extender: I currently flat tow a vehicle behind my motorcoach. I use a 4inch receiver to keep my tow bar level. Can I use the dual hitch extender into my hitch receiver? I plan on using the top receiver location to carry a scooter 300#.

The Roadmaster Dual Hitch Receiver Adapter # RM-077-4 does allow flat towing with a tow bar in the lower receiver while a cargo carrying device is used in the top receiver.
Usually a flat towed vehicle puts very little tongue weight (TW) on a hitch so this means that almost all of the adapter's capacity will be available for the carrier and scooter. The adapter has a total TW rating of 400-lbs. This means that the combined weight of your scooter AND it's hitch-mount carrier cannot exceed this 400-lb capacity.
You will need to carefully select your scooter carrier. It must be 1) rated for use on the rear of a motorhome (not all carriers are); 2) it must also be large enough for your scooter, but 3) be small enough that it does not interfere with your turning radius. You might want to put the MH/toad into a turn and stop, to allow you to measure how much turning clearance you have, and how much you might give up, to use a hitch mount carrier as you describe.
