Will Positive Offset on Black Trailer Wheels Move the Wheels Too Close to the Trailer

Question:
I am modifying a small red trailer to haul a couple of bicycles and or a canoe or kayak. I love the idea of the 13 inch Black Steel Wheel AM20504 and Baby Moon Hubcap theme. I currently have a 40inch wide frame and a 51.25inch hub face axle designed for the 38.5inch spring spacing which should give me 5.625inch clearance per side. The axle has a 1-1/16inch spindle and I have not purchased the hubs. I am concerned with the back spacing and the center bore of these rims. I plan on using the small radial tire. Suggestions? Thanks

The 1/2 inch positive offset of trailer wheel # AM20504 (which is a 15 inch and not a 13 inch)means that the wheels would be closer to the trailer frame than a model with zero or negative offset. From the mounting surface to the outer edge of the wheel closest to the trailer will be approximately 3-1/2 inches.
On a 13 inch you would use # AM20214. Overall it is approximately 5-1/2 inches wide. It also has a 1/2 inch positive offset. That means from the mounting surface to the outer edge of the side closest to the trailer would be approximately 3-1/4 inches.
The center pilot hole at 2.62 inches is only an issue if either 1) it is too small to fit over a hub, or 2) the wheels secure to the hub with bolts instead of lug nuts.
To determine the right hubs for the spindle I would either need the inner and outer bearing numbers used in the old hubs or some specific and precise measurements of the spindle using dial or digital calipers. I have included a picture showing the measurements needed.
