I have a 2014 Toyota Tacoma with a towing package and want to install a brake controller. I cant find a plug under the dash.

Did your 2014 Toyota Tacoma come with a factory installed 7-Way trailer connector? If so the factory brake controller connector should be located underneath the dash, to the left of the steering column, taped to another harness near the emergency brake pedal. It is also possible that it is behind the kick panel adjacent to the emergency brake pedal. For a brake controller I recommend the P2 # 90885 because it is easy to set up and use and it is reliable. And you would use wiring harness # 3040-P.
If your truck did not come with a factory installed 7-Way then the controller will have to be hardwired in and you would not use the 3040-P harness. You would start by adding a 4-Way, # 118496, unless the truck already has one. Then you would need installation kit # ETBC7 to add the 7-Way and install the brake controller. I have included some links that show and explain the ETBC7 installation for you.
