Should Curt Captivator 3 Brake Controller Light Up When Brake is Pressed and Trailer is Disconnected

Question:

I just installed a Curt Captivator 3 brake Controller in my 2007 Silverado Classic 1500. I havent connected to the trailer yet, but whenever I depress the brake pedal the Captivator red light comes on bright. Is this normal operation? My previous brake controller light came on with the brake pedal pushed only if the trailer was connected. Please advise.

I spoke with my contact at Curt and he said the Curt Captivator 3 brake controller should show a red light when the brake pedal is pressed, even when the trailer is not connected.
