Question:

Can this vehicle be flat towed? The owners manual states it can. But I see that the a previous question was asked on this same vehicle and someone stated it cant. Maybe that is just for the hybrid version. What about the EV Energi version?

I also checked the owner's manual for the 2015 Ford Fusion Hybrid and Energi models (they share the same owner's manual) and you can flat tow it with all 4 wheels on the ground. Make sure to follow the instructions outlined in the recreational towing section of the manual.

The first part you will need is base plates. You can use Demco base plates # DM9518325 with the Energi Hybrid. For a compatible tow bar I recommend the Comamnder II, # DM9511012. It also includes safety cables.

Next you will need lighting. You could use a simple magnetic kit such as # RM-2120 which is great for infrequent towing or if you want something that is fast and easy to hook up. For a more permanent solution you can use diode kit # RM-154 which splices into the vehicle wiring.

And finally, most states now require supplemental braking on the vehicle being flat towed. The easiest systems to set up and use proportional systems like the Blue Ox Patriot 3 # BLU37TR along with the # RM-88400. It will apply the vehicle brakes in proportion to how much the tow vehicle is braking. This is the easiest way to stop and it reduces wear and tear on both vehicles.

If a car can be flat towed does that mean it can be towed on a car dolly. We have just purchased a 2015 Ford Focus SE

Not necessarily. The 2015 Focus SE according to your owner's manual does not allow dolly towing. You can either tow with all 4 wheels off the ground or with all four wheels on the ground. See pages 184-186 of the online owners manual if you don't have a paper copy.
