Once plugged in, does the power always stay on to the unit?

The Prodigy P-3 #90195 brake controller will go into a power saving mode after 15 minutes without motion, once the vehicle ignition is turned off.
The simple answer to your question is yes, but because the unit goes into power-saving mode, and because the LED lights on the unit draw a tiny amount of electricity, leaving the brake controller plugged in would not drain your vehicle battery.
