How to Power an Electric Winch on a Trailer Pulled By a 2017 Subaru Forester
You do have a few options to get an electric winch, like the Dutton-Lainson StrongArm # TW4015, working, but the 4 Flat will not be able to do so alone. The first will be to add a battery to the trailer. This will usually be my suggestion, but as you do not have brakes on the trailer and it is for a boat trailer, it will not be the best way to go. Hey Anthony, it's pretty odd but the Curt tow bar wiring kit part # C59HR does not come with a mounting bracket for the 6-way so you would need to also go with the part # C92CR to mount it to the bottom edge of your front bumper.

It sounds like you are looking for hardware to mount the Blue Ox 6-Wire, Coiled Electrical Cord with 6-Way, Round Plugs # BX8862 onto your vehicle. You could go to your local hardware store to find screws/bolts that will hold it to your bumper or receiver. Or a better route would be to use Curt Mounting Bracket for 4-, 5-, or 6-Pole Round Trailer Connector # C92CR which is a bracket and hardware set to install a round 6 wire plug on a hitch receiver, frame, or bumper of a vehicle.

Broken Screw in Hole for Trailer Connector Bracket on Blue Ox Base Plate Kit
Yes, you can use part # C92CR with part # 18140 to attach the 6-way trailer connector to your Blue Ox Base Plate Kit. The no drill bracket wraps around the bar via the band clamp and then the other mounting brackets attaches to that. This will be the only other option we have for you to secure your trailer connector unless you were to drill out the damaged screw on your base plate kit.

Trailer Wiring Mounting Bracket and Hitch Recommendation for a 2016 Subaru Outback Wagon
If you wanted to use the mounting bracket part # C92CR on the hitch you have installed on your 2016 Subaru Outback Wagon you would also need the bracket part # C57202 so that you wouldn't have to do any drilling. If you instead want a 7-way bracket then I recommend # HM48625. The # C57202 wraps around the hitch tube to provide a mounting bracket for the # C92CR or # HM48625.
