These electric steps make getting in and out simple. When you open the door, the steps automatically extend; close it, and they retract. The built-in two-piece sensor switch keeps everything synced, so you don’t have to think about it. If the ignition turns on while the steps are still out, they pull in automatically to keep them safe for travel.

Assuming the entry height is 19-1/2"-22-1/2" then the 2 step version is correct.     This is a really interesting problem but something is going on with the wiring and the step switch you mentioned not working seems like it could be a clue. What I would do is use a circuit tester like part # PTW2993 to test all of the wires that lead to the step with the engine running and with the engine off till you find the circuit that is getting voltage only when the vehicle is running. Once you find that you'll need to closely examine that circuit to determine why that's the case...
