What is the best way to bend the S-Hook to keep the chain from coming loose/disconnected?

Since the Curt S-Hook with Wire Keeper for Safety Chains and Cables - 17/32" - 7,600 lbs # C81830 is made from 17/32" diameter zinc coated steel you should be able to bend the ends into place using a vice or channel locks to crimp the end around your safety chains.

It is not advisable to use a hammer on an item like the Curt #C81810 as this can weaken the link and cause it to fail when under load. A better option is to use a vice which can apply gradual pressure to close the link. It sounds like a better option…
