Will this cover fit the step side bed that has bed rails on the top of the bed without taking the bed rails off or modifying the rails?

The Access Vanish Soft, Roll-Up Tonneau Cover # 834532007813 that you referenced mounts to the inside of the bedrails of a truck like your 2002 Chevy Silverado 6-1/2 foot bed with a stepside so it would not interfere with the bed rail covers you have, unless they wrap around the inside of the bed rail.
This cover has been confirmed to fit your vehicle as well.
