I have a 3 inch trailer frame. What do you recommend to use in place of the #FETCSTL0701 Fulton spare tire carrier?

For a similar spare tire mount to the Fulton Economy Spare Tire Carrier # FETCSTL0701 that you referenced that works on a 3 inch trailer frame you would want the part # CE27310G.
This carrier can fit on frames that are up to 3-1/2 inches by 4 inches so it should work well for you.
