You would not need to recess the installation of the E-Track Trailer Cargo Control # E19148 to mount it horizontally. If you really wanted to you could, but it definitely wouldn't be required and people install these without it all the time.

I attached a picture of an E track system installed horizontally on a trailer without them having to be recess mounted.

E-tracks, like the Erickson Horizontal E-Track #E19148 can be cut down to fit your application. We do not recommend bending the E-track, but rather cut or use smaller pieces and lay them in a way that makes up for the bend.

E track like the part #E19148 (5 foot section) would work well for what you are looking to do. People use E track for car haulers all the time and it works well. We even have a wheel strap designed for E tracks, part #EM58523 which will work great.

E-track is not flexible to be bent around a dovetail like you have. You'd have to trim the track at the angle change and attach it in flat sections across the dovetail.
