For horizonal installations should I recess the installation? I plan to install on both the floor and the walls

You would not need to recess the installation of the E-Track Trailer Cargo Control # E19148 to mount it horizontally. If you really wanted to you could, but it definitely wouldn't be required and people install these without it all the time.

I attached a picture of an E track system installed horizontally on a trailer without them having to be recess mounted.
