Would this tire fit the folding 4x8 trailer with 12inch wheels from Harbor Freight #90154?

As long as the bolt pattern on your trailer is 4 on 4 inch and the tire size on your trailer tire is 4.80-12 the Kenda 4.80-12 Tire with Wheel part # AM30540 would work well on your trailer.
If you are unsure what your bolt pattern is check out the FAQ article I attached that details how to determine this.
If your tire has a 5.30-12 tire size instead you would want the part # AM30780.
