Im looking for a tandem dual axle shock kit. spring under axles, enclosed trailer no room between the tire and frame. trying to find a kit to fit up.

Can't believe I missed that, rookie mistake, I appreciate you catching that.
The Roadmaster Comfort Ride Shock Absorbers for Tandem Axle Trailers # RM-2450 might be the better option to look at for your setup, and I know for a fact they work with an over under kit, see attached image.
The main thing we need to verify is whether there is enough open space around the axle and frame area for the shocks and brackets to fit once the suspension compresses. Since you mentioned having limited room between the tire and frame, I would recommend taking a couple pictures of the suspension area from the side and underneath, along with measuring the open space between the top of the tire and the bottom of the trailer frame.
If you can respond directly to the email you receive with those pictures and measurements, I can send everything over to Roadmaster and have them verify whether the # RM-2450 will work properly with your setup before you order anything.
Hopefully we can get you set up with something that smooths the ride out a bit without running into clearance issues.

Dustin, I selected the Roadmaster kit for my tandem axle 18' travel trailer. Be sure to order the kit with four (4) shock absorbers. It was the best money I spent on this trailer. The contents of the trailer remain in place. The towing and braking were substantially improved. I have concluded that I will never own a triler without shocks ever again.
