My WFCO WF-8955 power center still powers outlets, but the battery won’t stay charged. Is it worth replacing the whole panel with a PM67VR?

Yes, technically, you can replace just the converter/charger section using a part like the Progressive Dynamics # PD4655V, which is designed to drop into that WFCO power center you have. The best way to verify if it's bad is by checking the voltage of the battery when connected to shore power. If the voltage is more than 1 volt off compared to the converter/charger rating which should be on the sticker, then it's bad and needs replaced.
That said, when the charging side starts acting up, replacing the entire power center is often the better long-term fix.
