Hi Brad; the Blue Ox # BLU28XR is a high-low adapter designed for flat towing only. That is why you can't use it with your WDH setup. Are you just trying to lower your WDH or do you need a bit of an extension as well? If you need more of a drop you can use a different shank. If you need an extension you can use an extra long shank like the Curt # C17122. This will give you a 14" extension and has a 7" - 7-1/2" drop depending on the style of your system.
If you're set on a 2" to 2" receiver setup you could also use the Gen-Y # 325-GH-505. This has a 10" rise/drop with 2" stacked receivers. It will also give you a bit of an extension and despite acting like an adapter it won't reduce your hitch capacity by 50%. If you were looking for something else or have any other questions let me know in the comments below.

Hey Brad, did you decide to go with the Gen-Y or Curt shank for your weight distribution hitch setup? I'm curious to know how it worked out for you, as it could help others in a similar situation.
