What is the difference between GS77FR and GS39FR besides the fact that the latter is a double pack? Are they the exact same pieces?

Hey Joe, great question but the two part numbers are the same. The part # GS39FR is just the two pack version of the GasStop Emergency Propane Shut Off Valve whereas the part # GS77FR is just a single one.
