Hey Derek welcome back! The only way too test the Redarc Tow-Pro Liberty Brake Controller item # RED52VR, without driving your trailer around, is to use the manual override and a multimeter like item # PT89ZR.
You will want to adjust the power to the maximum setting of 10 on the Tow-Pro item # RED52VR. Then you'll use your multimeter to test for voltage at the brake output on your Subaru's 7-Way connector. Someone will have to sit in your Outback and apply the manual override on full while you are testing. You should be getting 11-12 volts if you've got it installed correctly.
If you have any additional questions, go ahead and throw them into the comment box below and I'll be happy to help you.
