Where can I get a wrench and bit to torque this to 450 ft pounds?

Honestly, Joah, if I were you I would try to find a shop in your area that has a heavy-duty torque wrench and breaker bar. 450 ft/lbs is quite a bit and most typical torque wrenches don't got that high. Sometimes if you can find a shop that has one they will let you use it for free, or there might be a hardware store near you that rents them out.
You could probably buy one online but they can be expensive so that might not be practical if you only intend to use it once.
