Is this toolbox strong enough to stand on?

No, I would not recommend using it as a step. The etrailer Trailer Tool Box item # e44VV was not designed to hold weight on top of the box. We have one here installed on a trailer and while it is solidly designed the top is not reinforced to withstand weight.
I do not have an alternative that I would recommend for you either. These type of boxes are designed for storage not to be stood on.
