Hey Bruce, thanks for reaching out, that's a great question!

The instructions for the EcoHitch Hidden Trailer Hitch Receiver # 306-X7359 does have provisions for cutting out a section of the bumper on your 2017 Chevy Bolt EV. I would post them here but EcoHitch is really weird about posting their instructions publicly so I'll send them to you in a separate email and I'll attach out installation video of this same hitch on a 2017 Chevy Bolt EV where you can see out team making the bumper cuts at about the 9 minute mark.

If you're looking to use this for a bike rack then I highly recommend checking out the Kuat Transfer V2 # KU84FR because of it's ease of use and durability. My favorite part about this bike rack is the unique U-Shaped frame that makes it easier to load/unload bikes!
