The height of the cross bar on my wifes bike is 18 inches. Will the hooks on this rack adjust that low and if so will this affect stability.

Most frame mount platform bike racks will fit a vareity of bike frames.

If you have concerns with the crossbar height of any bikes you can check out an adapter bar like part # SR0500. This adapter attaches between the seat post and the handlebar stem and provides a level plane for securing the bike on a carrier.
