I need a spare boat trailer wheel and tire. 5 lugs 4.80-12 13 wheel as I measured K-353-131 DOT5BU12 Do you have something compatible? I see mostly 12

Since you have 4.80-12 tires those must be 12" wheels. I'm sure you measured the overall wheel diameter and not the aactual diameter which is measured between the bead seats. That would explain your 13" measurement. For 4.80-12 tires with a wheel that has a 5 on 4-1/2 bolt pattern we have the following:
-Loadstar 4.80-12 Bias Trailer Tire with 12" Galvanized Wheel - 5 on 4-1/2 - Load Range C # AM30670
-Kenda 4.80-12 Bias Trailer Tire with 12" Galvanized Wheel - 5 on 4-1/2 - Load Range B # AM30590
-Kenda 4.80-12 Bias Trailer Tire with 12" White Wheel - 5 on 4-1/2 - Load Range B # AM30580
-Kenda 4.80-12 Bias Trailer Tire with 12" White Wheel - 5 on 4-1/2 - Load Range C # AM30660
I would stick with the galvanized since it is a boat trailer but the white steel wheel will also work. Once you decide on the wheel I would match it to the current load range on your tire. If you can't find it just make sure the capacity is high enough. The Load Range B tires have a max load of 785 lbs at 60 psi and the C is 990 lbs at 90 psi.
