Approximately how long did it take to remove the fascia, make the modifications then install the base plate, modify the facia and reinstall?

The approximate install time on your 2022 Jeep Grand Cherokee WL is about 4 hours to install the Blue Ox Base Plate Kit # BLU98CR.
This includes the steps you mentioned, but I did want to note that the time can vary by quite a bit depending on who is doing it, their experience level, comfort and access to the tools, etc; so that's really just a guideline.
