No, it's not. The distance between the bolt centers is ~3.75", as is quickly apparent when you do the measurements on your pictures. And as measured on a set that I just bought. These should fit a 3.25" wide aero crossbar. They fit my RAV4 w/ 2.6" crossbars quite easily.
