I need too know if there is a plug for installing in a 1997 International, if there isnt, I need to know how to wire it.

You will need to hardwire the Pilot Brake Controller # 80550 in your 19997 International 4900 as there isn't a brake controller port. To do that check out the FAQ article I attached on installing a brake controller from scratch on a vehicle.
Basically the blue wire of the controller will get run to the brake output circuit of your trailer connector, the black wire will run to the positive side of your batter through a circuit breaker like part # 38630.
The white wire will run to the negative side of your battery and the red wire will run to the stoplight circuit. Typically this circuit can be found near the brake pedal for the brake light switch. You will want to use a circuit that only sees voltage when the brakes are applied.
