Is it possible to switch the winch speed with a load on the strap or would it free wheel when changing speeds?

Yes, you can change winch speeds with the Fulton winch part # F142401 with a load on the winch. There would be no need to not have a load on the winch for the gear selector to go between the fast and slow speeds.
