My mom was given an rbw lil rocker 15k hitch and she owns a 2019 Ram Grand Laramie 2500 with OEM package. Which bed rails does she need to install this hitch?

As long as the RBW Lil' Rocker mounts to industry standard base rails you'll need the Curt Adapter Rails # C29BR that fit in the OEM puck system on your 2019 Ram 2500 and give you a standard base rail connection.
I'm attaching a photo showing the measurements for the industry standard rail measurement for you to compare with your current 5th wheel hitch and make sure they match.
