Thule has a separate mounting bracket kit # TH41000 to mount a toolbox to the Thule TracRac TracONE Truck Bed Ladder Rack # TH27000XTB. This would clamp to the bedrails/base of the rack and provide you with an attachment point for your toolbox to bolt to.
